Is this a pure sine wave inverter?

Yes. This REP-C model outputs a pure sine wave with THD below 3% under linear load, the same waveform quality as household mains, so it is safe for sensitive electronics such as laptops, TVs and medical devices.

What can a 3000W inverter run?

It runs a fridge, TV, lights and laptop together, a microwave (1000-1200W), a washing machine, or a small air conditioner (check its rating and start-up surge against the 6000W peak).

Should I choose 12V, 24V or 48V?

Match the battery system you have: this model comes in 12V, 24V and 48V versions. For new solar or backup installations, 24V or 48V is usually better, because at 3000W a 12V battery has to deliver roughly 278A, while a 48V system delivers the same power at about a quarter of that current, with higher efficiency and cooler cables.

Does this inverter charge the battery?

No. This is an inverter only, converting DC to AC. If you need mains charging in the same unit, ask us about the inverter-with-charger (UPS) models instead.
